Phases and Steps in Curriculum Development

Curriculum development is a systematic process that organizes what will be taught, who will be taught, and how it will be taught. Each component interacts with and influences the others. For example, the curriculum content is affected by the characteristics of the learners, including their age, maturity, and educational background.

PHASE I: PLANNING

The planning phase lays the foundation for all steps in curriculum development.

Step 1: Identify Issue/Problem/Need

· The need for curriculum development usually arises from a significant issue or problem.

· A clear problem statement should define the scope of the curriculum content and identify the target audience.

· This step guides the selection of curriculum development team members.

Step 2: Form the Curriculum Development Team

· The goal is to bring together expertise in various subject areas.

· Team members are selected based on their knowledge, skills, and contributions to the curriculum development process.

· Principles of collaboration and teamwork are emphasized to ensure an effective curriculum design.

Step 3: Conduct Needs Assessment and Analysis

· Needs assessment helps determine what content is necessary and who will benefit from it.

· Various techniques are used, such as:

Knowledge, Attitude, and Practice (KAP) Surveys

Focus Groups

Environmental Scanning

· The second part of this step involves analyzing data to identify knowledge gaps, trends, and priorities for curriculum development.

PHASE II: CONTENT AND METHODS

Step 4: State Intended Outcomes

· Clearly define what students should achieve after participating in the curriculum.

· Develop learning outcomes based on:

1. Definition of intended outcomes

2. Components of outcomes (conditions, performance, and standards)

3. Examples of expected learning achievements

4. Learning behaviors to be developed

Step 5: Select Content

· Identify the essential knowledge, skills, attitudes, and behaviors that students need to acquire.

· Determine the scope (breadth of content) and sequence (order of learning).

· Ensure content relevance to the learners and societal needs.

Step 6: Design Experiential Methods

· Develop engaging learning experiences that align with curriculum objectives.

· Consider different learning styles and activities, including:

1. Learning styles and their suitable activities

2. Types of activities with descriptions

3. Teacher activity design worksheets

4. Learning environments and delivery modes

Step 7: Produce Curriculum Product

· Develop teaching materials, resources, and instructional guides.

· Ensure alignment between content, activities, and learning outcomes.

Step 8: Test and Revise Curriculum

· Conduct a formative evaluation by testing curriculum materials in selected sites.

· Gather feedback from educators and learners to refine the curriculum.

PHASE III: IMPLEMENTATION

Step 9: Implement the Curriculum

· Train teachers and facilitators on the curriculum framework and methodologies.

· Pilot the curriculum in educational settings and monitor its effectiveness.

PHASE IV: EVALUATION AND REPORTING

Step 10: Evaluate Curriculum Effectiveness

· Conduct an assessment to determine whether learning objectives are met.

· Use both formative (ongoing) and summative (final) evaluation techniques.

Step 11: Revise and Improve the Curriculum

· Based on evaluation results, make necessary modifications to improve effectiveness.

Step 12: Reporting and Securing Resources

· Share findings with key stakeholders, including policymakers and funding agencies.

· Develop strategies to secure resources for curriculum expansion and sustainability.

· Provide recommendations for future curriculum development and implementation.

The curriculum development process follows a structured approach, beginning with planning, followed by content selection, implementation, and evaluation. Each step is essential to ensure that the curriculum meets the needs of learners and addresses the identified educational issues effectively.
