Kasturba Gandhi Balika Vidyalaya (KGBV)

The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme was launched by the Government of India in August 2004 for setting up residential schools at the upper primary level for girls belonging predominantly to the SC, ST, OBC, and minorities in difficult areas.

The scheme is being implemented in educationally backward blocks (EBBs) of the country where the female rural literacy is below the national average and the gender gap in literacy is above the national average. The scheme provides for a minimum reservation of 75% of the seats for girls belonging to SC, ST, OBC, or minority communities, and priority for the remaining 25% to girls from families below poverty line (BPL). The KGBV has been merged with the SSA programme as a separate component since April 1, 2007.

Objective of KGBV

The objectives are:

  • To ensure access and quality education to the girls of disadvantaged groups of society by setting up residential schools at the upper primary level.

  • Facilitate retention of girls.

  • Ensure greater participation of girls in education.

  • Stress upon the relevance and quality of girls' education for their empowerment.

Strategies (Mobilization)

Mobilization involves contact programmes and motivation camps.

  • Contact programmes are conducted in villages where girls are eligible to enroll in KGBV.

  • In these programmes, issues of girls' education are discussed with the community, and parents are motivated to send their girls to KGBV.

Criteria for Enrolment of Girls

  • Girls 10+ age group are considered for KGBV.

  • Girls who have no primary schooling facility within 1 KM radius.

  • Over aged girls from Residential Bridge courses.

  • Girls who have no upper primary education facility for further studies in their own village.

  • Priority is given to SC/ST/OBC girls and those belonging to BPL families.

Reservation Policy

  • 75% of seats are reserved for SC, ST, OBC, and Minority communities.

  • 25% of seats are reserved for BPL families.

  • Priority is given to girls with special needs.

Facilities and Programmes Provided

  • Facilities:

    • Lodging and boarding facilities are provided to all the girls at the KGBV.

    • Sports facility.

    • Materials for study (Free books and uniform, school bag, books/register, pen, pencil, eraser, sharpener, scale, compass box) are provided to all the girls in schools.

    • Materials are also provided for personal use.

  • Programmes:

    • Provision of quality education.

    • Field visits.

    • Training in sports.

    • Library facilities.

    • Life skills education.

    • Career counseling.

    • Medical check-up.
